Registrations are Open for the Call

Registrations on the FER X TRANSITORIO portal opened on July 14th and will remain open until September 12th, 2025. Applications must be submitted exclusively through the GSE's FER X Portal, accessible from the Services Section of the GSE website's Client Area.

The New Rules for Access to FERX Incentives

Competitive Auctions: Aimed at newly constructed or upgraded (repowering) plants with a capacity greater than 1 MW. This mechanism is designed to select the most efficient and competitive projects for larger-scale plants.

Registers: This mode is provided for newly constructed or upgraded plants with a capacity up to 1 MW. It also includes plants undergoing full refurbishment or reactivation, regardless of their capacity. Registers are generally intended to support smaller-scale plants or interventions on existing structures.

Fundamental Requirements for Participation

To access these procedures, both the plants and the proposing entities must meet specific requirements defined by the Ministerial Decree and integrated by each call:

The plant must fall into one of the eligible categories (new construction, upgrading, full refurbishment, reactivation).

It is essential that the plant has obtained all necessary authorizations for construction and operation.

Generally, the plant must not yet be operational, except for some specific exceptions provided by the regulations.

A provisional guarantee is required, calculated based on the plant's peak power, to ensure the seriousness of participation.

Application Submission and Evaluation Process

Participation applications must be submitted exclusively electronically, through the dedicated GSE portal, strictly adhering to the deadlines indicated in each call. The application must be complete with all requested information, including technical details of the plant and documentation proving eligibility requirements.

A crucial element of the application is the Offer Value, a percentage reduction on the reference tariff established for the plant type. The ranking is based on this value: the greater the percentage reduction offered, the higher the priority in the ranking. In case of equal offers, projects with a higher score based on environmental and social criteria are prioritized.

Post-Award Obligations and Compliance

Entities awarded access to support mechanisms are bound by a series of obligations, including the submission of a definitive guarantee. Failure to comply with commitments or the loss of eligibility requirements may result in forfeiture of the right to incentives and the application of sanctions.
