RENEWABLE ENERGY COMMUNITIES
WHAT ARE THEY? Energy communities are legal entities that are composed by private citizens, private companies, public bodies, associations, cooperatives, and local authorities joining voluntarily with the aim of creating a virtuous system of production, self-consumption and energy sharing from renewable sources. Members of energy communities can be: • “passive” consumers, i.e. holders of a POD (Point-of-Delivery); • producers, i.e. owner of a production plant; • prosumers, i.e. consumers with a production plant for self-consuming only. Renewable energy communities have already widely spread in Europe, gaining ground in Italy, too.

IMPORTANT NEWS In 2024, within the first weeks, the Italian Court of Auditors will speak its mind about the so-called “CER” Decree, which was signed by the Italian Minister of the Environment and Energy Security on 6th December 2023. 5.7 billion euros will be earmarked for incentives. The “CER” Decree includes two important measures: • one 20-year-feed-in tariff on renewable energy produced and shared by Community members; • a non-repayable contribution up to 40% for those who want to build or expand a photovoltaic system in small towns with less than 5,000 inhabitants.
ELIGIBLE EXPENSES FOR THE “CER” INCENTIVES: • construction of renewable energy systems, • supply and installation of storage systems, • purchase and installation of renewable energy equipment, hardware and software included, • necessary building works, • connection to national electricity grid.
Up to 10% of the total amount is destinated for: • preliminary studies for the realization of the project and necessary related costs; • design, geological and geotechnical analysis, • construction and safety management, • technical and/or technical-administrative tests, consultancy and/or mandatory technical-administrative support to the implementation of the project.
CEILINGS ✲ 1,500 €/kW - for installations up to 20 kW ✲ 1,200 €/kW - for systems with upper power than 20 kW up to 200 kW ✲ 1,100 €/kW – for upper power than 200 kW up to 600 kW ✲ 1,050 €/kW - for upper power than 600 kW up to 1,000 kW
Esaving Srl cooperates with MUFFIN, a smart subsidized finance company, in order to support installers when applying for state contributions and incentives. Muffin takes care of the whole management, from monitoring the requirements to the delivery of documents. In order to apply for the incentive, customers will have access to different web portals starting from 8th April 2024. The public desk for the access to the non-repayable capital contribution will be closed on 31st March 2025 (without possible extensions).
