The Transition Plan 5.0 is an initiative by the Italian Government aimed at promoting the sustainability and technological innovation of businesses. This plan, which is part of the reform and development outlined in the PNRR (National Recovery and Resilience Plan), aims to guide businesses towards greater social and environmental sustainability by integrating advanced technologies that allow for a reduction in energy consumption.

The main objectives of the Plan include increasing energy efficiency, promoting self-production of renewable energy, and supporting green digitalization.

The budget is 6.3 billion euros for the two-year period 2024-2025.

The incentive consists of a tax credit. The tax credit rates vary based on the degree of energy consumption reduction achieved through the investments. They can be increased up to 45% for investments that lead to a significant reduction in energy consumption.

The benefit is extended to all businesses, regardless of their legal form, sector of activity, company size, or tax regime.

Regarding photovoltaic modules, the incentive is limited only to panels produced in European Union member states. An increase of 120% and 140% respectively is foreseen for those with higher efficiency as stipulated by the Energy Decree, specifically: 120% for photovoltaic modules with cells produced in European Union member states with a cell-level efficiency of at least 23.5%; 140% for modules produced in European Union member states composed of bifacial silicon heterojunction or tandem cells produced in the European Union with a cell efficiency of at least 24%.

[16.08.2024] PUBLICATION OF OPERATIONAL CIRCULAR - MODULES & CELLS MADE IN EU Contrary to what ENEA (National Agency for New Technologies, Energy, and Sustainable Economic Development) stated at the end of July in a document reported here, there are further new requirements for photovoltaic cells as of today.

On August 16th, the Operational Circular was published by MIMIT in collaboration with GSE, further clarifying the required specifications for modules and individual photovoltaic cells, as follows:

a) photovoltaic modules produced in European Union member states with a module-level efficiency of at least 21.5%;

b) photovoltaic modules with cells, both produced in European Union member states with a cell-level efficiency of at least 23.5%;

c) modules produced in European Union member states composed of bifacial silicon heterojunction or tandem cells produced in the European Union with a cell efficiency of at least 24.0%.

In other words, it is also necessary for individual cells to be produced in European Union Member States and, at the same time, to meet the indicated efficiency requirements.
