The regulatory landscape for Distributed Generation (DG) plants has undergone a decisive evolution. With the recent Resolution 564/2025/R/eel, ARERA has officially formalized the extension of the deadlines for plant adaptation via the Central Plant Controller (CCI). This revision not only extends the operational timelines but also introduces crucial simplifications for the management of "existing plants" and redefines the scale of non-repayable contributions. Below is the operational summary to support you in planning the interventions.
1. Definition of "Existing Plants": What changes Resolution 564/2025 eliminates the constraint linked to the date of entry into operation for the qualification of "existing plant." Now, only the date of submission of the connection request counts:
·        Plants ≥ 500 kW: Request submitted by 05/08/2025.
·        Plants 100 kW – 500 kW: Request submitted by 31/10/2025.
·        Advantage: Any delays in connection no longer jeopardize membership in the group of "existing" plants.
2. New Deadlines for Adaptation (PF2 Functionality) The deadline by which to send the communication of "completed adaptation" to avoid suspension of payments has been redefined as follows:
·        P ≥ 1 MW: by 31/12/2026 (previously 28/02/2026).
·        500 kW ≤ P < 1 MW: by 31/12/2027 (previously 28/02/2027).
·        100 kW ≤ P < 500 kW: by 31/03/2028 (previously 31/03/2027).
3. Contribution Plan: Act now to maximize the refund The flat-rate contributions are confirmed but subject to a net temporal reduction. Once the last window has passed, the contribution drops to zero. For plants 500 kW – < 1 MW (Base €10,000):
·        €10,000 (100%) for communications by 31/12/2026.
·        €8,000 (80%) from 01/01/2027 to 28/02/2027.
·        €4,000 (40%) from 01/03/2027 to 31/05/2027.
·        €0 from 01/06/2027.
For plants 100 kW – < 500 kW (Base €7,500):
·        €7,500 (100%) for communications by 31/01/2027.
·        €6,000 (80%) from 01/02/2027 to 31/03/2027.
·        €3,000 (40%) from 01/04/2027 to 30/06/2027.
·        €0 from 01/07/2027.
4. Technical News: Variant 5 to Standard CEI 0-16 The new regulation introduces facilities to reduce installation costs:
·        Pre-2013 Plants: Replacement of inverters is not mandatory; "step response" (progressive shutdown) is allowed.
·        100-500 kW Range: Possibility to use existing protection transformers (CT/VT) for the CCI and wider measurement tolerances (up to 5%).
