Government incentive

Dear Customer, The GSE confirmed the reopening of PortalTermico 3.0 yesterday, April 13, 2026, at 12:00 PM. Following the suspension in March due to an extremely high volume of requests (over €1.3 billion already received), the portal is operational again exclusively for the submission of "Direct Access" applications.

Given the limited annual budget (€900M total) and the speed at which funds are being committed, it is vital to act immediately to guarantee incentives for your customers.

The Conto Termico 3.0 introduces a historic change: incentives for Photovoltaics (PV) and storage systems, but with specific rules that reward technological integration.

Here are the requirements for products that Esaving can provide to help you access refunds of up to 65%:

  • Mandatory Pairing: Photovoltaics are incentivized only if installed alongside an electric Heat Pump replacing an old system.

  • Minimum Power: The PV system must have a capacity of at least 2 kW.

  • Module Efficiency: Panels must guarantee a performance of at least 90% after 10 years.

  • Inverter Performance: The inverter must have a minimum European Efficiency of 97%.

  • Eligible Subjects: This combination (PV+Heat Pump) is dedicated to Public Administrations, Third Sector Organizations, and private entities for commercial/office buildings. Note: It is not available for private residential use on its own.

Operational Tips for Installers 📝

  • Standard Bank Transfers: "Bonifico Parlante" (dedicated tax deduction transfers) is not required for CT 3.0; ordinary bank transfers are sufficient. Ensure the payment description includes: invoice reference, supplier VAT number, and the Responsible Subject’s tax code.

  • Building-Centric: Before starting the application, you must register the building in the portal’s database with cadastral data; without this step, you cannot proceed.

  • Document Checklist: Remember that pre- and post-intervention Energy Performance Certificates (APE) are required in many cases, along with verification that the building exists and already has a functioning heating system.
